Mike is correct, an injury in this area is the most likely cause.
Rarely, you can see tumors as well, so it would be helpful to wash it
off well with some warm water and examine the area for cuts, lumps,
etc.

Most of the cuts that bleed significatly are actually on the inside,
which is not haired (sort of like the inside of your nose - smooth
and vascular, and even a small nick bleeds like the dickens.)

If the bleeding continues, a trip to the vet to make sure there is
not a urinary tract infection is certainly warranted.
