Dear Kevin - AS I see it, you have a couple of options, but it all
goes back to running diagnostic tests. There is no mention here
about bloodwork or radiographs, or any type of objective data, simply
the empiric use of antibiotics and antihistamines without an idea as
to what the problem actually is. (Of course, these may have been
done, but with your description of "expensive tests", I am inferring
that they have not been pursued.)

Perhpas there is a less expensive veterinarian in your area.
However, I find the idea of euthanasia without pursuing diagnostics
to be rash, and I would also suggest if you are unable to pursue
diagnostics at this time, you turn the animal over to a rescue who
may have funds available to help salvage this animal.
