In my layman's experience, this is a bad sign - it could be an infection,
especially because the swelling is at the sight of the incision. Is the area
warmer to the touch than the rest of the ferret? Does the ferret flinch when
you touch this area?

I would get her to a vet as soon as possible. It does seem like it could be a
serious problem and in need of a vets attention.
