I'm not a vet but I wouldn't recommend cutting it off below the quick
(vein). That would be quite painful and I just don't think it's
necessary. I think if you keep it trimmed and wash it with a little
warm water, he should be okay. One of my ferrets did the same exact
thing. I kept it clean (well, tried to at least) and trimmed it to
keep it from getting in the way. Tigger limped for a few days but
after that, he was fine. The nail grew in a little crooked but
otherwise it's just like it never happened.

The swelling should decrease on its own. If you notice that it
doesn't go down after a few days, then I would suggest taking him
into a vet to make sure he didn't do anymore damage to his foot.
