I am not a vet. What you describe sounds like what we call "Rattail".
The best thing I've found for it is scrubbing with Johnson & johnson's
Clean & Clear Foaming Facial Wash and a soft brush. You'll need to do it
everyday for a couple of weeks and the hair may grow back soon or may
not grow back until the next shed.
