Well, I have certainly seen reactions to the rabies vaccine as well.
Yes, you should pretreat. And you should, if possible, go to the
more ferret-savvy veterinarian. But - call the other one, talk to
them, find out what they do know and if they are willing to learn
more - you might be pleasantly surprised.
