Newspaper will work or those puppy training pads.
I would consider putting more litter boxes on the
bottom of the cage- maybe in an L-shape, and
I have the low litter boxes, or I cut out a part of
the cat ones to make entrance easy. I then use
something like a sleep sack or bandanas and tie
in the other sections so it is not a good place to
go to the bathroom anymore,
when you see the ferret start to back up, move her
to the litter pan, although after 4 years I am sure
you have done all of this. But just in case you
want to try again. ( out of the cage I have little
luck and use the newspaper, and changed the floor
to linoleum and pretty much gave up on 2 of them)
