Another suggestion, which I have used with sick pets, is the
incontinence pads made from material. They are comfortable
reusable and will not get any newsprint on the ferret.

My Cedes is the same way. He is probably 7 y.o. and hasn't
used a
litter box in the year and a half he's been living with us.
I assume
he was never introduced to one in his former lives. I put
newspaper
on the bottom of the cage (in addition to the litter box for
the
others) and just change it out twice a day. I also use
newspaper
under the water bowl because Miss Emma feels the need to
rearrange
the water bowl to her liking, sloshing water in the process.
