not to be crass, but is he altered? if not, perhaps he's developed a
habit of sorts. of course, if he is altered, i'd definitely get him
into a vet--possibly try an antibiotic cream on the area with an
unpleasant taste... or even bitter apple cream if it wouldn't burn (i
have no idea what's in it).
