I had a similar episode with one of our shelter ferrets, Timon. If you take a
look at the attached picture and substituted his stuffed whale for the light
colored ferret - is that what he is doing?

Timon is a 2 year old male ferret, neutered as is his cagemate, Pumba. When
he was released to the shelter he exhibited this mounting behavior for some
time at his former home. We had a Tennessee Panel run (never again, I tell
you!) and decided to go ahead with exploratory where my vet found a very
enlarged left adrenal gland. It was removed and while it did cut down on the
frequency of the episodes, he still exhibits mounting behavior with Pumba.

I would have your ferret checked out for a possible retained testicle or
adrenal gland disease - it would mean exploratory surgery. Its also possible
that if your ferret is a Marshall Farms ferret that you may be reimbursed for
the surgery if it does turn out that there was an error made in his neutering
surgery.
