It may be an indication of adrenal problems or it may take some time to heal the problem. Also you may have to wait until the fall for hair to grow.

Sam has had a red area within the blackhead nest and an orange fungus on the
base of the hairs. Sam is albino. Been using Oxy 10 with 5% benzol peroxide
once a week but it got worse. Now for the past two months I use it every other
day and it is a lot worse and has moved up the tail. Max had the same but
after three months once a week it is cured. What is the problem?
