Subject: Yet another behavior Q

My 2 older ferrets have been doing this just recentely. I am curious
again as to why.
When I pet them on their backs, mainley towards the upper part of
their necks, they arch their backs, (like a cat when angry) and their
tail puffs out. I am sure they are enjoying this, yet what is the
meaning when their tails "puffs". I have also seen this with their
tail when they are scared or startled. And I have heard that when a
ferret is put to sleep, their tail also puffs. Is this true, and why?
