Yes, ECE is contagious from ferret to ferret. I believe that the
route is described as oral-fecal (waste to mouth). This disease
can be carried on peoples' clothing or hands to other ferrets, as
well.
If memory serves there have been some folks who thought that it
might be making an appearance in parts of Europe, but I don't
know if those suspicions proved at all correct. If an infected
ferret is moved into a new area (such as Japan) during the stage
when it can infect others then others who have had contact with it
will be infected.
We quarantined our home and did not interact with ferrets for a
year after they got sick to be safest that it would not spread
further. Not everyone is so careful, and that is how it gets
spread. Sometimes people or places do not know that they have
it. Our's came into our home with two kits who showed no signs
of illness. In a short while all were ill, and three left with
permanent damage.
Also, if memory serves it is thought to very likely be a mutation of
a mink disease so it would make sense that it would first show
up and spread in the area (North America) where it originated.
