I'd wonder if she might be starting to develop a mast cell tumor,
but I personally have never encountered one in a very young
ferret. No, come to think of it, many years ago Hjalmar had one
at a young age. They can be incredibly itchy due to the
histamines released.

What might be more likely, though, given that this a shedding
season is that she might have a bit of a knot of fur there that is
irritating. Have you tried using a flea comb in that area to see if
anything dislodges that way?
