In this state (North Carolina) and many others they only quarantine if
the ferret is up to date on shots. Otherwise they test, which of
course, means killing the ferret. Unless someone is certain that this
is not the case in their local jurisdiction, I would never skip a rabies
vaccine in a healthy ferret.
