Unless it has changed since I last read it carefully, the 10 days apply to healthy and VACCINATED animals.
There certainly are those who historically have reported that all sorts of things are bites, even some who lied about ex-girlfriends' or ex-boyfriends' critters.
Yes, state and local laws do vary.
