I should have pointed out that this aspect, too, can vary from state to state.
The differences among the states are huge in terms of how much power
the local health departments have compared to the state ones, but
state departments are where you usually find public health vets who
have both epidemiology and veterinary degrees which means that
*unless* the ferret-public makes sure that those in power locally and
in emergency rooms have the Compendium then bad decisions are more
likely to occur in some areas.
In a few states the rabies polices are set in stone and changing them
actually requires legislation to be passed first.
