I would imagine the titer test costs as much, or more, than the
distemper vaccination. After all, they have to draw blood, and
probably send it out. As far as I can remember, in the past the blood
was sent to United Vaccines for testing.
Of course, the purpose would not be to save money. You could find out
the shot is needed and have the vaccine cost too.
