Is it water-balloon like? Did the vet mention ascites? Have chest
x-rays been done to check for ascites related to cardiomyopathy? Has
a CBC with chemistry panel been done to check for kidney or liver
disease?
There are other possible cause, of course, for the symptom of
ascites, but from your description I am not sure if it is ascites
that you are seeing so it could be something else you are seeing.
For instance, an enlarged spleen can show as a swelling on the left
side.
What has the vet tested for? Are you seeing other symptoms. Can you
give a more thorough description? What tests did the vet do and what
were the results?
What can be done for it will depend on the cause.
