My Champ had a very short tail, the result of his mom being a little over-zealous cleaning him. It was never a problem. I have since found out that this happens occasionally, actually more than we think. It could be a birth defect but, again, probably not a problem.
There is a breeder advertising tailless ferrets. They are apparently breeding for this. This is obviously someone playing with genetics. But, I doubt one of these would be in a pet store.
Probably nothing to be concerned about.
