Insulinomas can often be almost microscopic, so just because the one tumor that was taken off didn't look like one, and nothing else was visible to the naked eye (they aren't necessarily on the surface), that doesn't mean there are no insulinomas.
I've never heard of anything else that causes consistently low glucose levels in ferrets, but I'm not a vet.
