Vermont's Original Bag Balm contains
8-Hydroxy Quinoline Sulfate 0.3% in a Petrolatum Lanolin Base
I've never heard of it being mentholated, nor do any of my animal catalogs show it in a mentholated version. For that reason, I would agree that mentholated would not be a good idea.
I would have never thought of spreading it all over the body. I have used it in small areas but not all over. Wasn't it a greasy mess?? Could you possibly just apply it to hot spots?
As for the licking, if the ferret is able to ingest that much, I would consider using something different for itching.
