This is most likely a case of poor hygiene on the ferrets tail . Common
causes are dragging the tail in dirt, litter boxes, etc. -

My recommendation is rather than squeeze the oils out and chance abrasion
and possible infection - use a washcloth warm water & soap and gently scrub
the tail . The soap & warm water will loosen the plugged oils and the terry
cloth will help lift it from the skin.

You can also use some mild skin cleansers it is best if you use ones for
sensitive skin etc.
