OK. This is the message I was thinking of, authored by Dr. Ruth. She states that we don't know what titer levels indicate that the animal is protected. Only that those who have been vaccinated have lower titer levels than those exposed to the disease.
I have my titers checked annually for rabies protection. I guess for that, they do know the appropriate human levels.
