I make it policy NOT to vaccinate any animal with cancer or chronic
illness.

Depends on the area you are in. I've seen distemper in a kit, but
it was from a pet store and had been through a distribution center.
If you are in the midwest/west near reservations, it is rampant. It
depends on your geographic location.
