I'd also have a urinalysis done to check for infection if he were our's.

The symptoms (some signs of irritation around his genitalia and thick
possible urine or possible pus from bladder or lower) may not add up
to anything but it is hard to tell.

If his urine itself is thick how is he for hydration?

He needs a vet appointment to be safest.

The bleeding sounds like perhaps the other individual had a quiet
ulcer that suddenly opened up and let itself be known acutely. Is
that the case?
