Has your baby got any signs of acne on her tail? I had a foster who is now at a new home with blackheads on his tail which makes him look kind of like an opossum. Kind of funny really...a ferret named Goose that looks like an opossum. Acne will make a ferrets hair fall out, too.
In "Ferrets for Dummies" it says you can wash the tail only with a shampoo containing benzoyl peroxide or salicylic acid (which you're supposed to be able to get from the vet). Gently scrub the tail with a washcloth and let the suds sit for a minute or two and then rinse.
