One year old is not too young to have adrenal disease, but it is uncommon at that age. From your description, it doesn't sound like an adrenal problem at this point in time. Hair loss from adrenal disease is usually more gradual and affects the body and not just the tail.
It sounds more like the type of hair loss that occurs with seasonal shedding (the timing is about right), though I would expect hair to be coming out all over his body and not just his tail.
