Perfectly normal. Some enjoy doing it very privately but some like to share. Scooter likes us to help him, given his bad paw.

You'll notice that at times they will hold their paws in front of their noses and blow them when they face wash. That loosens musk from some glands behind their ears. Sniff there right after you see one do this and you'll see. Then that scent is moved all over the head with the hands.

BTW, that nose blowing thing allows many of them to be EASILY gotten to use a cloth handkerchief with just a decent bit of repitition, then if a dog person looks down upon your ferret in the vets office you just pull out the hankie and say "Blow nose?" then have the ferret use the handkerchief. Cleans up the person's attitude problem very rapidly...
