I am sorry to hear this, but... the only cure for adrenal disease *is*
surgery. My vet has a success rate in excess of 95%. If yours does not
perhaps you need to find another vet who has a better record. You can
mask symptoms for a while, but your girl simply will not get better.

Yes, you have had horrible experiences, and I am really sorry. I would
certainly look for a way to improve your little girl's chances, probably
by choosing a vet I had more confidence in. We have had seven adrenal
surgeries in the last two years in our business. All my ferts are still
here. I know ferrets who have had both adrenal and insulinoma surgeries
done at the same time and have done very well indeed. Even with the
best vet there is risk. Just make sure you have the best vet.

I know you don't want your ferret to suffer needlessly, and it is
obvious in your post that you really love her. I wish there were a
better answer.
