While I will not try to speculate on what is causing the problem,
there are things sold on the market for treating these kinds of
problems.
If you look in a catalog (or online) for Jeffers or Revival under the
dog grooming supplies, there are products for softening and
moistening the paw pads.
Also, something like Bag Balm can be rubbed on the pads to soften
them.
