Subject: Surgical remedy for lung congestion?

My youngest, Baxter (6 yrs. old) has had a hacking cough for over a
month now. He doesn't cough all the time, but at least several times
a day, mostly in the morning. I took him to my vet and x-rays showed
congestion so he put Baxter on Amoxi and Prednisone (sp?). The cough
seemed to clear up pretty quickly and Baxter passed his two-week
follow-up with flying colors after his lungs and heart sounded clear
and healthy. A couple of days later, the cough returned so I took
Baxter back to the vet. X-rays showed that only one of his four lung
lobes was congested, which I was told is very unusual that congestion
is normally distributed throughout the lungs and not confined to one
lobe. Baxter is back on Pred. and is now taking Baytril, a strong
anti-biotic but the cough persists. The doctor said that it could be
a tumor on his lung or something else, but that he couldn't tell what
the source of the problem is until his lung lobe clears or he does
exploratory surgery.

My vet is very good and I trust that Baxter is in good hands, but I
am interested to know what the other causes might be. Has anyone had
any experience with this type of problem? I really don't want to do
surgery unless I have to.
