After reviewing my post (the cc copy), and checking the links, it is possible they may not work as copied.
This is what you can do instead. Go to the GPO acccess site at:
http://www.access.gpo.gov/su_docs/multidb.html
From there, click on Federal Register 1996 (or Federal Register 1999) and type in "colloidal silver" in the resulting search box. The articles in question will be at the top of the resulting list.
