            Yes.  What you paid for is not the actual x-ray film, but rather the 
            process of taking, developing, and interpreting the film.  The 
            actual film is the property of the practice that took the x-ray.  
            They are within their legal rights to keep the film, and charge you 
            a fee for copying it.
            Personally, I tend to send films upon request without quibbling, but 
            that is my choice, it is *not* a legal requirement.  And there have 
            been instances where I have kept a film for varying reasons.
