When I ran a shelter, I had a young ferret (9 months) named Peppy come in.
He sounded very much like your Pendleton, happy and healthy, but completely
uncoordinated. I first thought it was a result of being stepped on as a kit
(which the owners told me about) but when I called the original vet, the
Xrays taken at the time were normal. I then noticed the back of his skull
was not shaped right.

Peppy was a blaze mutt with one eye that glowed red and one that glowed
green. You can just see it in the enclosed image. I think his problem was a
birth defect perhaps related to Waardensburg syndrome.

I saw Peppy a couple years later--he was still totally uncoordinated and
totally happy!
