If this is a urinary problem, yes, you should be worried. I've never
known of a ferret straining to poop (though anything is possible)so
it seems more likely that he feels a need to pee but can't. This can
be due to a number of things. A urinary tract infection, stones or
crystals or a swollen prostate as a result of adrenal disease.

Whatever the cause, a urinary blockage is very serious and can become
life threating pretty quickly.

As for scooting his butt after going (or trying to go)... this is
pretty normal. I don't think I've had a ferret that didn't do this
after relieving him or herself and it has nothing to do with
straining.
