I've used all sorts of flooring, and a lot is available cheap/free.
I've settled (mostly) on stair runner carpet. It's easy to clean, and
has got a tough rubberized backing. Avoid the cushioned type; the
ferrets will chew it or break off bits of rubber or foam when they dig
at it. The regular type will just fuzz up, and you can replace it after
awhile. It's available for 1.49 - 1.99 a yard at most hardware stores,
and if that's too much, ask the hardware store owner if you can have the
remnant when the roll is almost done.
Builders are another source of floor coverings. If you want linoleum or
vinyl, go to a kitchen or bathroom installer -- they will almost
certainly have scrap pieces big enough for cages. Might even have some
Pergo (for a true condo look).
I've used car carpets, but they tend to be cushioned and have rubber
knobs on the back. The kids will demolish or chew them.
In hot weather, a couple of 1-ft square ceramic tiles on the bottom
level makes a nice cool place to lie.
