I read over the description of this drug last night
(Carafate/sucralfate), and I would have to agree. Pepto just soothes,
but Carafate actually forms a temporary (~6 hr) "bandage" over the
ulcer to protect it so it can heal.

I am not a vet - this is just what I read off of a pharmacology web
site. I'm still mystified that your vet is so reluctant to treat for
ulcers.
