HI Anna-
I have bee following your posts- I am sorry Jesse is not well- I am NOT a
vet- a shelter person who has dealt with a lot of sick kids & while I
cannot tell you what is going on ( it sounds like several things here) It
truly sounds like if he is not voiding he has a UTI Urinary Tract infection
which needs antibiotics to alleviate and cure . It may be prostatic
swelling constricting the urethra too-- and if so only removal of the
adrenal gland will help in this case.

IF Jesse has a heart problem you do not have a lot of choices or in this
case seems not much time at all. The inability to urinate can cause back
flow of urine to the kidneys and the outcome is septic shock - and
death. The bladder MUST be emptied- either by gentle expression ( your vet
needs to show you) or by needle aspirate.

Get him back to the vet ASAP- while he has a chance!
