This is almost certainly the result of the squeaking noise. This has been discussed at length somewhere (FML? FHL?) in the past. I have one that is not really a biter at all, but squeak one of those things repeatedly near her and she will try her best to get you. If she does, it's the grip and shake of death. However, if I'm in another part of the house and I just squeak it once or twice to get her to come, there's no problem. By the time she's gotten to me, she is only interested in the treat.

There's no point in taking a chance and you probably shouldn't let Howie interact with strangers, squeaky toy or not.
