One of the tricks of weight loss is that muscle mass weighs about 8
times as much as fat for a given volume (which is why someone with a
decent amount of muscle can weigh the same as someone who has a lot
of adipose tissue but fit in a smaller clothing size). It may be
that at this level of exercise that he has gained some muscle and
lost some fat but not enough to show up overtly. Can you increase
his exercise time? How is his behavior when there are periods of 3
hours or so without food present? Does he gorge or is his appetite
at a reasonable level? If he doesn't gorge that may also be a useful
approach. Expect this to take some time, as it seems that you wisely
are already doing.
