Is the floor a slippery one? It can be harder for a blind one in a new area to know where to place feet safely.

This ferret sounds very insecure so gradual approaches and slow, gentle persuasion sound in order, but I also would not rule out that there may be a health problem which just hasn't been found yet, esp. if the flooring is not slippery.

It is hard to learn a new place, harder when missing a sense.

Have you gotten safe essential oils such as those of fruits and spices to create a map for the little one? Use them with two scents to a room, and one scent per side in the room. That way each room smells different from the last and the smells can help map the locations. Also, when putting out the scents put them on things that the ferret could accidentally bash into like wall corners, furniture, etc. to help prevent accidental collisions. You can buy such oils at places like health food stores if you have not done this, yet.
