Our ferret, Sammy, is acting a bit out of the ordinary. I think he is
overheated and I do not know what to do to help him. We have plenty of
fans and windows open around him but this does not seem to be working.

Fans don't do much for a ferret because they don't sweat very much. I
bought a window AC for my ferrets and it was less than $100, but if you
don't have that to spare take a couple of the large plastic soft drink
bottles, freeze them in the fridge and slip a tube sock over them. Put
those in their beds and they will snuggle up to them.
