Bedding or litter?
I just use wood stove pellets for litter, but if I had money to spend I
would
use yesterday's news or the MF brand.
What do you mean by sanitary, or are you looking for something with
better
odor control? You can use plain cat litter, non-clumping kind, just have
a good
hand vacuum handy.
Or just put some baking soda down in the boxes, scoop twice a day and
once a week the whole box is cleaned with bleach solution and soaked,
this really cuts the odor down.
For bedding, never use anything, they sleep on old t-shirts, hammocks,
sleep
sacks,etc. These get washed once a week.
