Yes, that could be what the problem is. I suspect that your best bet is to have the vet go in and have a look-see. Then the vet could remove any diseased adrenals if that is going on instead (if it isn't a testicle) or also, and if it isn't a retained testicle the vet can remove the object. Have pathology done, of course. That is always good to do, even if a problem is not expected, just to be safest.
