Have you considered Rimadyl (carprofen) and glucosamine-chondriotin in
case he he is having arthritic/degenerative joint problems? This
ought to show up when they do the x-rays.

We have a boy with a bad hip. His leg muscles on that side were
atrophying from disuse until we put him on a short-term course of
Rimadyl for the pain and long-term glucosamine to help the joint
repair itself. His muscles are back to normal now.

This isn't the same thing that Harley is going through, but it sounds
like he might be having pain that prevents him from supporting his
rear end properly. Babying the area leads to muscle loss, which means
the joints aren't as well supported and protected, which leads to more
joint pain, and so on.
