Rectal prolapses are caused by diarrhea, by having food that the individual can't handle properly and otehr causes of irritation. Lubricate it with a safe lubricant if it is very mild. When these are bad there are certain cortisone creams and plain hemmoroid creams that help and when they are even worse a vet can do what is called a "purse-string" to help. If it is only a bit red and slightly puckered and goes back in rapidly then that is mild and the scooting across the rug may even have caused it temporarily. If it doesn't go back in on its own or with the items mentioned, or if it gets purplish then vet care is needed right away.
