I'm very sorry to hear about Bandit. I know how much you cared for him and how hard you tried to cure his ills.

As for knowing whether or not a ferret will develop or carry ECE... there's probably no way to really know unless the ferret's history is known. If you adopt an older ferret from a shelter, perhaps the shelter will know the ferret's history, but maybe not. If you get a kit from the pet store, you can probably safely assume that it has been exposed to ECE, but that's really a guess too.

Sorry, that probably didn't help much, but I don't think anyone can tell you positively one way or the other.
