Your ferret is quite young, but in my 17 years of experience with ferrets I've never seen an itchy ferret who didn't have adrenal disease. I even had one who a vet allergist diagnosed with a chicken allergy, who actually had....adrenal disease! If you don't want to operate you may want to try giving him Melatonin which is hormone. It is available here in the States in health food stores, and is used by people for difficulties in sleeping. It takes several months to work, but if it does, than you can be pretty sure it is adrenal disease. Obviously, you should discuss this with your vet first.

Also, I knew a ferret who was allergic to her owner's perfume. Have you tried changing the scents you use as well as the detergent for the bedding? Might be worth a try.
