Angela,

You should really take your ferret to the vet at this point. Once plaque hardens into tartar, it has to be professionally cleaned off. This feels weird to me posting this about ferrets, since I am a dental hygienist and say it all day to humans hahahha.

The enzyme cleaner and little scrubby brush should be used often to clean it's teeth afterwards to prevent calculus build up in the future. But it only gets off soft plaque and debris.
Does your ferret eat soft foods? Because that does contribute to it.
You can also give it tartar control treats to help with that.
